Improve documentation for workflows

Description

This PR increases the quality of documentation for the workflows. Each workflow now has a link to its documentation placed in this repo.

Technical details

Workflows are synced from here to each of the individual Openverse repos. This change ensures that documentation about what a workflow does is only a click away.
