Running docker for the first time on a computer takes a long time because you need to build scipy etc.

Let's create public docker containers for each version of MOE.

where will we host them? does Yelp have this set up yet?

Cool.
It'd probably be easier initially to post a docker container with just our 3rd party requirements (right up to cmake/make in dockerfile). Building MOE (compiling the C++) is pretty quick. 20s on 4 cores for me.
