Go to "SEO" - "Social" Facebook page, make sure that Image URL in Default settings is empty.
Go to your category, make sure that Facebook image is empty in Social tab- Facebook page.
Go to Description field of your category and upload image.
Update category.
Check category's source.
"og:image" and "twitter:image" are missing. It is expected that image from content of your category is being applied because the same works for Posts and Pages.
The same issue is reproduced for Tags.

As Content image fallback is ported again, this issue comes back.
Re-tested with 14.0 RC2:
If you have Content image within your taxonomy, and Facebook image and Twitter image are not set, it is expected to get Content image in og:image.
How can we reproduce this behavior?
