change(deps): Initializes cargo vet in Zebra

Motivation

We want to use cargo vet to audit Zebra's dependencies.

Solution

• Ran cargo vet init
  
• Added zcash/zcashd, Google, and Mozilla's audit.tomls as trusted audit imports

Follow-up Work

• Use cargo vet to review updates in build(deps): bump the prod group across 1 directory with 13 updates #8640
• Use cargo vet when reviewing Zebra's future dependency updates
