起因：在宝塔面板点击重启
（出现问题之前在测试nonebot2，没有修改过网络服务相关的配置）

两次遇到这个问题了，一次是几个月前腾讯云，现在是阿里云
相同点：都点击宝塔面板里的重启后才出现问题
客服排查的原因都是：查看服务器系统中网卡没有启动

尝试在配置、系统、宝塔版本相同的服务器中测试，但结果是正常启动，没有出现问题

系统：Ubuntu 20.04.4 LTS x86_64(Py3.7.9)
宝塔版本：7.9.7
