The name of this crate (irc) is currently being squatted by @mahkoh. There have been multiple attempts made to contact him, but he has not responded to any of them.

After a good deal of discussion on the IRC (his username is arrrrrrrrr so as to not be tied to his identity), I've reclaimed the package, but he will continue with his squatting of other packages until such a time as crates.io adopts a formal policy on the matter.
