Please verify that you have only one copy of cygwin1.dll on your system:

http://cygwin.com/faq/faq-nochunks.html#faq.using.multiple-copies

Which version of Cygwin are you using?

I have the same problem. I'm using Windows Vista and the latest cygwin (and the
correction executing /bin/rebaseall), but when I use the latest puttycgy
nothing is
shown, only the black window with a cursor without any text.

Sorry, I forgot to say that I used a fresh install of latest cygwin and then I
don't
upgraded it.

I am using 1.7 and unable to confirm this bug. Please make sure there are no
other
cygwin1.dll files in your system. Some software downloads come with a copy of
the
file packaged with them.

This doesn't seem reproducible; see
http://code.google.com/p/puttycyg/issues/detail?id=12 for a possibly-related
issue
with Cygwin 1.7.
