Without hash have
https://github.com/abseil/abseil-cpp/blob/master/absl/container/internal/raw_hash_set.h#L1945

With hash doesn't have
https://github.com/abseil/abseil-cpp/blob/master/absl/container/internal/raw_hash_set.h#L1927
