Improve example in the doc

The documentation is great, but could you provide a full config as an example in https://github.com/actions/labeler#create-workflow paragraph? Basically I'm asking to add 2-3 lines to show how to use matching described at the beginning of the doc.

You explain how to match in one section, and how to run a job in another, but not how to do both in the same config...

(Yes I could spend time learning how to write actions, but why would I do it if I could copy few lines from the doc :D)
