It would be a useful feature to be able to only mark issues as stale once another user has added at least one comment in response, for example where issues are used to ask questions about a repository.

This issue is stale because it has been open 30 days with no activity. Remove stale label or comment or this will be closed in 5 days

@hross, could this please be considered? The current situation is rather contribution-hostile. As seen in this repository the bot just closes issues and pull requests without any interaction by the contributors / maintainers.
