If you look at this it will help you http://msdn.microsoft.com/en-us/library/ms247123.aspx. Once you have done that publish it to NuGet so other people can use it.

That's exactly what I've done. And running sn -v PowerArgs.dll reports that the assembly is valid after I pull it down from NuGet.

Is that working for you or am I missing something?
