When initially created, a Budgeteer project has to time period, meaning that both project start and project end in the corresponding project entity are null.
However, the Administer Project view pretends that the current year is the time frame set.
This is horribly wrong, as the Work Records Importer skips records outside of the project time frame but only when it is set, so the view urgently must reflect the right value in some way.
(Bad enough, the situation cannot be easily reproduced using projective data as the view does not allow to remove a project timeframe once it is set. This need not be the case.)

To clarify, in the Administer Project view we should display something along the lines of 'no timeframe set' instead of the current year if no time is set, and we should allow to delete the timeframe?
