Set up Testci on Adopt public server #9

We'd like to set up Testci on Adopt public server, which is a great source for monitoring and triaging the AdoptOpenJDK test jobs.

@karianna I remember you have mentioned there is a machine/server we could use?

For reference, Testci (a.k.a. Test Results Summary Service / TRSS - whose source is located in: https://github.com/AdoptOpenJDK/openjdk-test-tools). Extra info can be found in Lan's TRSS blog post.

Could we get that file into source control in the appropriate repo (test-tools?)

I did not add TRSSConfigure.txt in git because the steps are specific to us to set up the production server, but not to an open-source contributor. Regular users should refer to our readme.

Also, TRSSConfigure.txt should not be needed unless we want to set up another production server. It is a general checklist. I did not list specific commands as they may contain sensitive information.
