Add the ability to handle OR relationships for platformRequirements in playlist

Somewhat related to adding support for microarchitectures (#346), we want a way to define that a test target is applicable to X or Y platformRequirements, so that when tests get run on a particular machine, TKG knows that if X or Y, then generate the target for execution.
