Describe the bug

Related to Agoric/agoric-sdk#8604 - wallet auto-provisioning will temporarily break CLI, dapp-inter and dapp-psm UIs as 'they fail to correctly subscribe to published wallet updates if the smart wallet doesn't exist yet. The "good" news is that it's a "UI" only issue, not a chain-software issue, that just need to be solved before we enable auto-provisioning flows.'
