Remove SGID.ENVIRONMENT.DAQAirOilGasEmissions from SGID and DEQ Interactive Map

Summary

This dataset is essentially static and hasn't been updated in years. It participates as a query layer in enviro.deq.utah.gov. I asked Michelle Horning about it and she said to just remove it from the app and SGID. I'm guessing it was added to SGID in the first place only because Harold pushed for it.

This is the exact same situation as #50.

just to confirm... we are removing this layer from agol/open data and not shelving it. that's how I see it. anyone see it otherwise? @stdavis

I don't have an issue with it as long as the usage is low.

the feature service and service definition have been deleted from agol. i exported a copy and placed it here: GoogleDrive\AGRC\Shared drives\AGRC Projects\SGID\deprecated layers.

@steveoh it looks like the only remaining check is "Validate that the web api does not query it". I'm guessing no, but you better confirm that before we close it out.
