Improve support for Time and NASA Earth Observation WMS.

What steps will reproduce the problem?
1. Add the NASA Earth Observation WMS as a data source. 
(http://neo.sci.gsfc.nasa.gov/about/wms.php)
2. Build a client with this data source.

What is the expected output? What do you see instead?
Layers are displayed with no proper abstract, no time support, no legends and 
no linked metadata, which is in FGDC format. Note in this case the FGDC does 
not contain more information then the WMS service.


What version of the product are you using? On what operating system?
AtlasMapper 1.4.8
