Page scrolls by itself on certain browser zoom

This is repeatable in the kitchen sink demo.

Fill the editor with text so that you have a vertical scrollbar.
Scroll down to the bottom.
Then zoom out one increment (ctrl -).
The page starts scrolling up by itself.
