ACE brokes ctrl+mouse behavior in IE and FF (while mouse pointer is over editor) except Chrome.

In chrome and FF scrollbar changes own width on zoom (resize) event (visually it keeps original width, but offsetWidth goes smaller), but ACE ignores it.

i cant reproduce ctrl-+ issue on IE8/FF nightly, though it may be related to keyboard layout

width problem will be solved with #869
