Requested addition of GIS RASTERs of HRRR reflectivity that could be made available via WMS/TMS. Would want to match the PNG color index scheme used by the N0Q product so to make its usage and comparison simple.

Sorry for the git commit churn on this issue this evening. My idea to match the 0.005 lat/lon resolution of N0Q data did not work out as production would take an hour to generate all the images! Cutting back to 0.02 degree resolution made things really snappy and archiving the data realistic. The color index / color ramp does match N0Q composites.
