When a user (is an admin, but) doesn't belong to any organisation that can_create_projects, the Add a new project button shouldn't be shown.

Add a new project
Currently, when that is clicked, the project editor doesn't open up and the button gets de-activated.
But, when the projects listing page is reloaded a new empty project is shown.
This may not be as much of a problem on the deployed instance, but was something I found on the dev instance.
