Reverse order of property claims

Issue: when a property claim is added to a case it gets added to the left of the previously added property claim, which leads to potential ordering issues (where ordering matters):

Suggested actions:

• Have an option to allow user input to determine the horizontal ordering of the claims
• Have default order of property claims reversed from current ordering
