Using localhost as the DB hostname. It's clear that MySQL is not being installed. Is there any reason you haven't installed MySQL?

Bleh, I feel like a tool. I installed through Dockerhub with Kitematic and it just ran your Dockerfile but didn't run docker compose. So this is a non-issue.
