peregrine不支持XP系统 #11

deps\peregrine编译时应该是目标版本号未支持xp系统，base.dll引用了Kernel32.dll的InitializeCriticalSectionEx、SHELL32.dll里的SHGetKnownFolderPath。
导致在xp系统上无法执行？
本来想问问是否有peregrine的源码，然后我自行编译的，但看了看部分头文件是“版权所有(C) 阿里巴巴（中国）网络技术有限公司 保留所有权利”，感觉这部分应该不会开源了。
并且此项目3年未更新了，所以我估摸着也不会更新个支持xp的版本了。
