Good config, alot of LAG/no GPU usage

My system config:
Ryzen 9 5800X3D
RTX 3070Ti
32GB RAM 4133Mhz
SSD 1TB SATA

It's taking too long for the application to start. When I try to open it, it takes a long time and when it finally opens, it's completely frozen or lagging. Everything takes a long time to happen, and the frames per second (FPS) rate is extremely low. Checking the task manager, I noticed that CPU usage stays around 7%, while GPU usage is extremely low, hovering between 0% and 1%. This indicates that something is clearly wrong, since the application is not properly utilizing the graphics card.

I installed the Avatarify desktop but when i launch, its not running only the webcam light is on. I already have avatarify python previously but it had lagging issues.

my computer is Lenovo Legion 5 NVIDIA GeForce RTX 3060 Graphics Card
