Create a .psqlrc file with \pset pager off

Move *rc files into their own folder instead of having one folder for each. Also add install script for these.

  • Interactive install script:
    • Ask about folder path with defaults
    • Ask about env name
    • Write to file in ~/.dotfiles/#{ENV_NAME}.local
  • Other todos
