This is a destructive update.
The settings for dip have been completely re-written and are stored in a new file, settings.json. Previously installed CLIs will need to be re-installed.
The location of this file can be overridden using the DIP_HOME environmental variable.
The default PATH location for installed CLIs can be overridden using the DIP_PATH environmental variable.
