Currently there doesn't seem to be any completion.

hg bookmarks --all will enumerate the bookmarks available.

Mercurial Distributed SCM (version 4.7)

hg bookmarks --all
hg bookmarks: option --all not recognized

Seems like you've enable an extension to be able to do this.
