Which part of api is stable?

The readme says "this package is very much incomplete; see stable.md for a list of what is guaranteed to not change at the API level — for everything newer, you have been warned!" but I cannot find it in the repo, so the question.

At present the package root as it is is stable in that I am not making changes to it; I am presently doing a rewrite whose API will be very different.
