Having implemented picEdit today in order to allow users to manage their company logos, I can see the problem to which this issue refers.
Firstly, I wish to compliment you on a fine piece of work. If you can find the time to develop the concept of an image uploader and image editor, that will be a niche facility.
The logos with which I am working have a maximum size of 150px wide by 100px high. Thus when some existing logos are displayed, the messages and feint images to upload new image or webcam are concealed.
Having given some thought to the issue, I believe that the solution must be to restrict the minimum height and width to which the picEdit box can reduce (responding to the dimensions of the "existing image") at which point the "existing image" is centered in the box at its true size.
