This should result in faster builds, and closer testing to RHEL. Also due to a ipv6 bug in podman, we have to run a ansible-buildset-registry job with runs as docker. Signed-off-by: Paul Belanger <pabelanger@redhat.com>

@shanemcd this should speed up builds moving forward, we are using new flavors both in vexxhost / limestone on much newer hardware. Were down to about 10-15mins now. Let me know your thoughts, and I'll propose the same change to ansible-builder. |

Rework bindep.txt files When we run CI jobs, we are actually install packages for our containers. Given both use bindep.txt files, we need to be a little more dynamic. This pattern is already used for requirements.txt files and should result in some faster CI run times.
