Sanity check for docker driver fails

Hi all,

As of yesterday simple molecule runs on GithubActions (Ubuntu runners) fail with the following message:

INFO     Sanity checks: 'docker'
CRITICAL Unable to contact the Docker daemon. Please refer to https://docs.docker.com/config/daemon/ for managing the daemon

I have since managed to reproduce this on a plain Ubuntu 22 machine. My user can successfully run docker run hello-world, but molecule fails with the error above.

Am I missing anything? Help much appreciated!

I thought I'd ask here before opening an issue, but let me know if this should be a bug report.

I cannot reproduce this on OS X, so I am wondering if this is an Ubuntu (or Linux) specific issue.

Seems to be caused by ansible-community/molecule-plugins#256
