Create DeployOptions default specific to Deploy, separate from SchemaCompare #4115

Deploy currently reuses the same DeployOptions settings as SchemaCompare, which results in some (security-related, for the most part) object types being excluded. We should have different defaults for the two options to ensure that project deployments with security objects in them don't fail.
