License problem in C runtime

The files runtime/C/include/antlr3convertutf.h and runtime/C/src/antlr3convertutf.c are provided under a non-free license. This makes the library unfit for release in the Debian distribution.

Antlr3 does not receive updates any more (last commit/release was in 2015) and all development happens now in antlr4, so I guess there will not be any changes regarding the licenses of these files.
