imos:noaa_drifters_map WMS requests occasionally timeout

Refer sumologic: "imos%3Anoaa_drifters_map" and status_code=499 for last 30 days

Any reason for the order by on the map layer? This delays rendering by the time it takes to do the sort and may be slower for postgres to perform under load (e.g. supporting many tile requests for this layer).

Any reason for the order by on the map layer?

None that I can think of. This layer was set up for a workshop years ago, and hasn't been touched since. We were going to look into setting it up as a continuously updated layer of data from NOAA, but it got forgotten.

@smancini @rogerproctor Should we just remove it?
