Remove unnecessary validation from cncf provider.

Remove check for initialExecutors (if dynamicAllocation is enabled) as unnecessary. The Spark documentation states that default value for spark.dynamicAllocation.initialExecutors is spark.dynamicAllocation.minExecutors. There is no need to pass initialExecutors explicitly.
