[Website] Update governance page

The governance wasn't updated when @wesm became the new PMC chair.

Other updates may be necessary (is the list of committers and PMC members generated automatically?).

The list of committers & PMC is in https://github.com/apache/arrow-site/blob/master/_data/committers.yml, so that's where you'd make the change indicating Wes as VP and to add any new contributors. The table on the website is generated from that yml.

Perhaps we should take a pass and look for missing updates to the website.
