Did you see the suggestion by @fsaintjacques that we use Docker based test?

I agree with the suggestion. If we use the approach, we can reuse the workflow file in #5530 for all languages instead of creating a Rust specific workflow file.

Agree that a docker-compose-based build would be better. We may be able to cache some cargo dependencies that way, too, for faster builds
