Should be fixed by #3245 as soon as that is released. Let's keep it open until 1.9.1 is done.

Reason for failure details in #3246

Test will continue to fail whilst 1.9.0 is the last released version since the test downloads the last-released-version in order to upgrade from that to the dev version it builds during the test. Once a new version is released with a fix then that will become the last-released-version and hopefully the test should no longer error.
