What happened

test issue #2473
test pr #2569

waiting for other tasking

After one finishe the next begin

All the work will be finished.

With the failed of some pipeline, the other pipeline still can work continue.

What you expected to happen

1.PIPELINE_MAX_PARALLEL can working
2.Even some pipline falied,the other pipeline can still working.
