What happened

Source receive one message will be send to pulsar twice when config both memery channel and file channel

What you expected to happen

Source receive one message will be send to pulsar only once when config both memery channel and file channel

How to reproduce

first step : DataProxy config memery channel and file channel
second step: send one message to dataproxy
