What happened

A normal data sync gropu config success and then stopped from the manager.

Then restart the data sync job, it failed.

What you expected to happen

The group should be restarted successfully

How to reproduce

  1. create a new group and stream in data sync mode;
  2. approve the group
  3. stop the group
  4. restart the group

Related to #9921, close it first.
Issue will reopen if it still exists after #9921 is fixed.
