LGTM based on my understanding. It's a recoverable problem (with more new datanodes, we can create the missing pipelines), looks reasonable to log on debug level.

How was this patch tested?
UT added and docker-compose manual tests and check are no more pipeline creation errors in logs every 2 min in a health SCM.
