The "add components" menu is not displayed if the page was scrolled down before clicking the edit button.

The "add components" menu is displayed even if the page was scrolled down before clicking the edit button.

How to reproduce the bug
1,Go to the "Dashboards" page
2,Click on any example dashboard
3,Scroll the dashboard to the end of the page
4,Click the "Pencil" icon
Expected results
The "add components" menu is displayed even if the page was scrolled down before clicking the edit button.
Actual results
The "add components" menu is not displayed if the page was scrolled down before clicking the edit button, see the video below:
