Current behavior:

The Fair Queueing Pacing Rate Bps delivery service field is under the Routing Configuration Settings section.

Expected behavior:

The Fair Queueing Pacing Rate Bps delivery service field should be under the Cache Configuration Settings section, because it is an ATS setting not a TR setting.

Minimal reproduction of the problem with instructions:

Open the delivery service form in TP.
