GitHub Action Commands Deprecated and soon to be disabled

The save-state and set-output commands are deprecated and will start to fail in workflows at the end of May.

Action authors who are using the toolkit should update the @actions/core package to v1.10.0 or greater to get the updated saveState and setOutput functions.

The dependencies in this repo need updated and the dist files should be updated and tested for workflows that use the action.
