Tried some work-arounds but when launching Fiji via double-click or from console we don't get OS-level focus on Windows.
The regression here is only the double-click behavior, as the old launcher also does not get OS focus when launched from the console for me.
Disabling the splash screen as described here does fix the OS-focus problem.

@hinerm Does imagej/imagej-launcher@b22c93e fix this bug? If so, the forked app-launcher will also include this fix.

@ctrueden I don't believe so.. I think it's the same issue mentioned here. I was never able to get something working on my system.
