tfsec is not caching downloaded modules #37

Describe the bug
tfsec is not caching downloaded modules. All the modules are downloaded once again every time you click in "tfsec rescan".

Desktop (please complete the following information):

OS: MacOS 13.1 (M1)
Tfsec Version: 1.28.1
VSCode Version: 1.74.2

Additional context
Nice if you cloud add --no-module-downloads parameter.
