Admins should be able to grant exceptions to oversize limits ahead of time, independent of hold mechanism

Currently the oversize workflow is clunky. An exception for oversize is a release form Hold.
Could this be a dbflag instead?
That way we could grant exceptions prior to submission. And if the user needs to update after the initial submit it doesn't require another admin release.
Maybe this is for later on if it is dependent on admin ui changes to make it work.
