/v2/commerce/listings has valid items not in /v2/items

Some of those items are real items and they should be appearing on /v2/items, but aren't.

The commerce team recently cleared out all of the buy orders that had invalid items, so I pulled the list from /v2/commerce/listings that weren't already in /v2/items and whitelisted them. The last missing items were

71964,72053,72198,72409,72460,76064,76177

Going forward, the whitelisting bits should handle the rest of the details.
